Posts circulating online claim former U.S. President Barack Obama “gave” Iran $1.7 billion in cash in 2016, reportedly delivering pallets of money to the country.

What’s True
The Obama administration approved a $1.7 billion payment to Iran in 2016. U.S. officials later confirmed the transfer was made using foreign cash because sanctions prevented Iran from accessing the traditional U.S. banking system.
Reports at the time also stated that an initial $400 million installment arrived in pallets of foreign currency on the same day Iran released several American prisoners.
What’s False
The money was not simply a “gift” or discretionary payment from Obama to Iran.
The transfer resolved a decades-old legal dispute involving $400 million Iran had paid the United States before the 1979 Iranian Revolution for military equipment that was never delivered. The settlement also included approximately $1.3 billion in accumulated interest.
Claims suggesting Obama merely “handed” Iran billions without context leave out the legal basis behind the payment.
In May 2026, former U.S. President Donald Trump repeated a long-running claim alleging that Barack Obama sent “plane loads” of cash to Iran.
The statement revived years-old social media posts claiming Obama secretly delivered pallets of money to the Iranian government.
The claim is partially accurate but lacks important context.
The Obama administration did approve a $1.7 billion settlement payment to Iran in early 2016. Because U.S. sanctions had isolated Iran from the international banking system, the money was reportedly transferred in euros, Swiss francs, and other foreign currencies instead of through electronic banking channels.
However, the payment was not a new financial gift or donation. It stemmed from a legal settlement tied to funds Iran had originally paid the U.S. decades earlier for military equipment that was never delivered after diplomatic relations collapsed following the 1979 revolution.
As a result, Clarifact rates the claim as a Mixture of truth and missing context.

Why the U.S. sent Iran $1.7 billion
The dispute dated back to the late 1970s.
Before the Iranian Revolution, Iran paid the United States $400 million for military equipment under an arms deal. After relations between both countries deteriorated, the equipment was never delivered, leading to a long-running legal case at the Iran-U.S. Claims Tribunal in The Hague.
When the settlement was announced in January 2016, the Obama administration said the agreement returned Iran’s original funds along with interest while avoiding the risk of a much larger financial judgment against the United States.
Officials stated the settlement consisted of:
- $400 million in principal
- Approximately $1.3 billion in interest
Why was the payment made in cash?
At the time, sanctions prevented normal banking transactions between the United States and Iran.
Obama administration officials explained that the U.S. could not wire funds directly or issue a standard payment because there was no active banking relationship with Iran.
As a result, the settlement was reportedly paid using foreign currencies, including euros and Swiss francs.
Investigations by The Associated Press and The New York Times reported that the first $400 million installment arrived on pallets of cash.
Why critics called it a ransom
The controversy intensified because the first installment reportedly arrived on the same day Iran released several detained American citizens.
Critics accused the Obama administration of effectively paying ransom in exchange for the prisoners.
The administration denied those accusations, insisting the payment was part of a separate legal settlement process. However, officials acknowledged that the timing of the payment and prisoner release was intentionally coordinated.
The Bottom Line
The viral claim is based on a real event: the Obama administration did transfer $1.7 billion to Iran in 2016, and part of the payment was reportedly delivered in foreign cash.
However, claims portraying the transfer simply as Obama “giving” Iran billions omit important facts. The money was tied to a legal settlement involving Iranian funds paid decades earlier for undelivered military equipment, plus interest.
